この"Dust Bowl"という言葉、I-5の途中にいたるところにあるサインに、
Congress created Dust Bowl
というのがあり、前からなんだろうと気になっていた。Wikipediaによれば30年台に起きた、自然の干魃と農耕方法の失態から来た砂嵐のことを差すらしい。こんなのとか。
ただこれだけだとDust Bowlの説明にしかならず、"Congress created"の意味が今だ不明。それの回答はここに。

サンフランシスコ湾の東方に"California Delta"と呼ばれるデルタ地帯があるのだけれど、そこに棲む"Delta Smelt"という小魚
昔は普通にいたこの品種、最近は絶滅危惧種に指定されているほど少なくなっているらしい。で、この種を始めとするデルタに生息する生物を守るため、デルタからの取水を著しく制限する法律が数年前に可決。この中にはサンホアキン・バレーへの取水制限も含まれたため、セントラル・カリフォルニアの農民たちが反対して立てたのがあの看板、ということらしい。
