んー、難しいな。立法以外の決議ってところかな。例えば戦争の宣言 or ホワイトハウスオフィサーの弾劾とか。今日の決議はそれこそトランプが勝手に戦争状態へ持ち込むことを制限するものだけれど、仮に議会で可決されてもトランプにvetoされる可能性高し。
